LED Suppliers are Another Victim of Success—New Market Update Available to Members
Last month's issue of the OIDA Market Update featured LED lighting, which is now well into a phase of rapid adoption in the general lighting market. End-product prices have declined more rapidly than projected, putting pressure on profit margins for suppliers. (It has parallels to the photovoltaic market, featured in an earlier OIDA Market Update, where lower prices increased sales volumes, but led to net losses among suppliers.)
The declines in LED lighting prices are the result of innovation, government regulations banning sales of inefficient light sources (i.e., most incandescent lamps), and overinvestment in manufacturing capacity. Sales of LED manufacturing equipment surged a few years ago, but are now at a more sustainable level.
The figure illustrates how much more innovation in the LED package itself is expected to contribute to reductions in manufacturing cost, with an ambitious target of nearly 70% reduction from 2014 to 2020. Note that the cost of chip fabrication is estimated at about 1/3 of the overall LED manufacturing cost, with packaging (including the phosphor) costing the other 2/3. While the specific share varies greatly from product to product, it is consistent with observations OIDA has made for other photonics products (for example, see last month's OIDA newsletter).

What is a Dis-Aggregated Data Center?
OSA Industry Development Associates (OIDA) is once again hosting a workshop at OFC on the role of optics in data centers, this year focusing on the role of optics in dis-aggregated data centers. This will be the 5th in a series done in partnership with CIAN, the NSF center managed out of the University of Arizona.
What's a "dis-aggregated" data center, you ask? It's one that allows the architect to pool the processing, memory, storage, and networking into separate racks or rows, using them more efficiently for certain tasks. Today, every server blade contains some dedicated processing and memory on the same board, whether it is used efficiently or not. Dis-aggregating these functions from the board level and regrouping them within the data center puts new demands on the interconnects, however. It requires a lot of affordable interconnections, and requires longer (optical) interconnections where short copper traces were sufficient. This raises new (and old) questions about how to design and use the optics; in particular, which is better, to design with pluggable or embedded transceivers?
Disaggregation expands on other recent innovations in data center architecture, summarized in the chart and discussed in the 2014 workshop. "Open innovation", as used here, contrasts here with in-house and proprietary interfaces, hardware, and software. Software-defined networking (SDN) decouples the control plane from the data plane to create virtual networks, reconfigurable through software. Network functions virtualization (NFV) spreads the functions of dedicated boxes across standardized, general-purpose servers. These concepts as applied into products don't have to overlap, but often do, stirring some confusion. They complement each other, but deploying one does not necessarily require the other.

Update on 3 New U.S. Manufacturing Institutes
Last month we reported on the imminent deadline for concept papers for the U.S. integrated photonics institute for manufacturing innovation (IP-IMI). OSA Industry Development Associates (OIDA) knows of four teams that submitted concept papers by 19 December, and has had an active role behind the scenes in this process. Next, the U.S. government promises to send invitations for full proposals to the finalists by 30 January, with full proposals due by 31 March. (See last month's newsletter for more details).
But did you know that the U.S. government formally announced in December its intent to launch two more U.S. institutes? With all of the excitement around the IP-IMI solicitation, it is easy to overlook these other new projects, summarized below:
- Clean Energy Manufacturing Innovation Institute on Smart Manufacturing: Advanced Sensors, Controls, Platforms and Modeling for Manufacturing Smart Manufacturing Innovation Institute (ASCPMM) managed out of the U.S. Department of Energy (DOE) Advanced Manufacturing Office. This institute will focus on the tools necessary for smarter manufacturing, such as the use of advanced sensors to allow manufacturers to save on energy costs. This could include the use of photonic sensors in the manufacture of other products, as well as the use of non-optical sensors to improve the manufacture of photonic products, such as for the manufacture of photovoltaics. The institute will have up to $70M in federal funding, to be matched with another $70M from industry and other funds. This is the 3rd institute to be announced that DOE will oversee.
- Flexible Hybrid Electronics Manufacturing Innovation Institute (FHEMI) managed out of the U.S. Department of Defense (DOD) Air Force Research Laboratory. DOD said earlier in 2014 that it would select two topics from six that were outlined in a July request for information; integrated photonics was announced in October and flexible electronics was announced in December. Photonics can be used in flexible electronics via optical fiber and polymer-based devices for wearable electronics and other innovative applications. The institute will receive up to $75M in federal funding, to be matched 1:1 from non-federal funds. The actual solicitation is expected out in February, and will include details on a Proposer's Day to be held later that month. This is the 5th institute to be announced that DOD will oversee.
Meanwhile, Jason Miller, an advisor on manufacturing policy at the White House, spoke at the OIDA Annual Forum about the administration's push to get Congress to pass the RAMI Act. Congress did pass RAMI in December, with optics and photonics included in the legislation as technologies for consideration. The photonics language came about thanks to the efforts of OSA/OIDA and Representative Tom Reed of New York, among others. This means that funding is secured for more institutes, and those institutes will be selected and announced through NIST, within the Department of Commerce.
There are many other sizeable projects announced through other U.S. agencies, and of course many new initiatives in Europe and Asia. U.S. Rep. Elizabeth Esty Visits OFS Specialty Photonics—Contact OSA to Arrange a Congressional Visit to Your Company
 Congresswoman Esty toured the OFS Avon, CT facility on 16 December to see first-hand the impact of photonics on the community, state and the nation. "It was a privilege to host congresswoman Esty and demonstrate to her OFS' commitment to improving our everyday lives through photonics enabled technology," stated Dr. Timothy F. Murray, CEO and Chairman of OFS. "Inclusion of optics and photonics in the recently passed Revitalizing American Manufacturing and Innovation (RAMI) Act send a strong signal from Congress that investing in this field is critical to the American workforce and economy. We appreciate the work that Rep. Esty has done on behalf of our business and our district, and we look forward to continuing to work with her and others in Congress to bridge the gap between basic research and product development to ensure U.S. leadership in photonics."

Congressional Visits Day 2015 (17-18 March)
OSA, along with its National Photonics Initiative (NPI) partners, are participating in the annual Congressional Visits Day (CVD) taking place in Washington, DC on 17-18 March, 2015.
With so many new members of Congress, this is a great opportunity to establish a relationship with your Congressional offices and to educate your members of Congress on the importance of optics and photonics.
OSA will be participating in this annual event to talk about the importance of R&D funding, the NPI, and discuss other relevant legislation such as the America COMPETES Act. Last year, OSA and the NPI had several legislative successes all thanks to the advocacy efforts by OSA and NPI members communicating with their members of Congress. The more members we have participate in these efforts, the better chance of success.
Each participant will be placed on a combined society team based on your geographic region. There will be training on 17 March in Washington, DC focusing on the NPI and how to have an effective meeting. That evening, you will have the opportunity to join colleagues at a reception on Capitol Hill. On 18 March, you and your team will visit your Congressional representatives. Society staff will schedule and coordinate your day and will escort you to all of your meetings.

Photonic Integrated Circuits (PIC)
This year's OFC will feature the 2nd workshop on Photonic Integrated Circuits (PIC). The first workshop was held at OFC 2014 and had over 200 attendees and had a unique format consisting of sponsor presentations, then a networking break with catering and a mini market fair, followed by several use case presentations. The 2nd PIC workshop will have a larger group of sponsor companies and will be held during OFC, on Wednesday, 25 March 2015 at the Los Angeles Convention Center from 6 PM- 9 PM.
Driven by 100Gbps in long-haul as well as in datacenter applications, photonic integration is picking up increasing momentum as it is becoming an indispensable part of those solutions. The purpose of the workshop is to create a one-stop-shop for everyone interested in photonic integration as it brings together all the key players offering solutions, whether foundries, simulation software, packaging, or turn-key solutions. A specific emphasis is on multi-project wafer shuttles (MPW) plus the accompanying Process Design Kits (PDK) as this provides an important toolkit to reduce the cost for developing a new chip.
The workshop will provide the audience with a good overall picture of the state-of-art in PICs as well as how to take advantage of existing suppliers to save time and cost. The workshop is free of charge, but does require advance registration. Food and drinks will be provided and there will be plenty of time to network with the sponsor companies.

 The International Year of Light and Light-Based Technologies (IYL 2015) is a global initiative that will highlight to the citizens of the world the importance of light and optical technologies in their lives, for their futures, and for the development of society.
A resolution declaring 2015 the International Year of Light was passed by the full United Nations General Assembly on 20 December 2013. The Optical Society is one of nine founding scientific organizations that worked to obtain the formal declaration.
