Thoughts on the New Photonics Institute
By now everyone's heard that the New York team won the new integrated photonics institute, called AIM Photonics for the American Institute for Manufacturing Photonics, (see video here). While we can't share some of the details, this is a good moment to share some thoughts.
1. The institute will be a lot of things, but most importantly it has to deliver results in the TRL4-7 phases--the infamous "valley of death." The U.S. Department of Defense will be watching closely to make sure that it doesn't degenerate into a basic research program. It is not--repeat not--about basic research. There will be a lot of emphasis on assembly and test and everything else that goes into the final product. We call this the "ecosystem", because it all has to fit together.

2. That said, the Albany facility will offer the domestic multi-project wafer (MPW) service in integrated photonics that many in the U.S. have been asking for. The SUNY NanoTech fab is one that photonics companies can usually only dream of, with tools capable of processing 12-inch wafers and EUV lithography.
3. Now that New York is identified as the winner, cynics who cannot be team players need not come asking for money. New York's proposal detailed a lot of the structure necessary to get the job done. Now it has to ramp up at start-up speed to meet the 5-year goals. The opportunities to formally join and contribute will be coming soon. We hope to see many of the partners from the other teams join the new institute.
4. Let's thank all the teams that spent countless hours preparing their proposals, particularly the three finalists: the New York, USC-ISI, and Florida teams. Each team brought its own strengths, making the decision difficult for the government team judging them.
5. Let's also thank the government team for its earnest and professional evaluation process. It's normal for politicians to grandstand about their favorite programs, and for many of us to sneer at the pomp and circumstance, but the government's proposal evaluation team ran a squeaky-clean process all the way through, led by DOD's ManTech program. We're expecting the government oversight to continue to be top-notch and relentless. No one wants even the smallest slip-up on their watch. |

6. Finally, there were also countless supporters who showed the government partners that there was a community behind this. Many of us—including a self-congratulatory pat to ourselves at OSA here—offered documentation and negotiated behind the scenes to advance substantive consensus on both sides: among a multitude of government agencies as well as among competing commercial suppliers that had never cooperated before. Recent OIDA efforts spanned 2011 to late 2014, but earlier OIDA efforts date to those by Michael Lebby and others at OIDA to establish a domestic PIC foundry 10 years ago. Going back nearly 30 years ago, a 1988 National Academies report called out integrated photonics--we called it OEICs then--as an important technology of the future. Market Report on Photonics for Driver Assistance
Last month we made available a market report on photonics for use in Advanced Driver Assistance Systems (ADAS). This application is one of the set of applications for vehicles, including conventional and heads-up displays, plastic optical fiber communication systems, LED lighting, LED and laser headlamps, night vision, and so forth.
The report surveys the photonics technologies that enable ADAS in automobiles, and the market opportunities for photonics as these systems gain more traction in transportation. The report is authored by the market research firm Tematys, based in Paris, in collaboration with EPIC, the European Photonics Industry Consortium, based in Brussels.
The figure shows Tematys's forecast of revenue for photonics in ADAS, as reported in electrooptics.com and with segment detail in the report made available last month.

In Memoriam: Arpad Bergh, Founder of OIDA, 1930-2015
Arpad Albert Bergh, OSA fellow and founder and president of Optoelectronics Industry Development Association (OIDA) passed away on 30 April 2015. He was 85 years old. Dr. Bergh was awarded the OSA Robert E. Hopkins Leadership Award in 2007 for his leadership role in establishing and leading OIDA and making it the primary advocate for the optoelectronics industry in the U.S.
Dr. Bergh was born on 26 April 1930 in Szeged, Hungary. He married Maria Nagy on 4 November 1956. They married and left the country for the U.S. during the Hungarian uprising. They later had four children.
He received his Ph.D. from the University of Pennsylvania in 1959 in Physical Chemistry. From 1959-1966 he was with Bell Laboratories in Allentown, Pennsylvania, where he worked on the development of semiconductor devices and MOS technology. In 1966 he was transferred to Murray Hill, New Jersey to supervise the development of GaP electroluminescent devices. Two years later he became a department head, responsible for lasers, LEDs, photodetectors and microwave devices.
Dr. Bergh moved to Bellcore at its formation in 1983, from the prestigious Bell Labs, helping to establish the legitimacy of the new Bellcore organization. He became Division Manager, conducting research in photonic devices, gallium-arsenide high-speed circuits, and display devices. He retired from Bellcore in 1994.
In 1991, Dr. Bergh founded OIDA, serving as president. He established OIDA's permanent office in Washington DC, and continued to lead OIDA as full-time president from 1994 to his retirement in 2006. He established connections with other trade organizations worldwide that persist today. OIDA continues to operate within OSA as the OSA Industry Development Associates.
Dr. Bergh held 11 patents and authored over 20 papers on semiconductor materials and devices. He co-authored the book Light-emitting Diodes (Electrical & Electronic Engineering Monographs) published by Oxford Press in 1976. Dr. Bergh was a fellow of OSA and the IEEE, and member of the Electrochemical Society, Society for Information Display, New York Academy of Sciences, and the Society of Competitive Intelligence Professionals.

New Applied Optics Engineering and Laboratory Notes Now Online
Applied Optics now publishes articles called Engineering and Laboratory Notes (E&L Notes). Participate in Capitol Hill Day — September 10, 2015
The Optical Society (OSA), along with its National Photonics Initiative (NPI) partners, are organizing a Capitol Hill Day taking place in Washington, DC, on September 10, 2015.
With so many new members of Congress, this is a great opportunity to establish a relationship with your Congressional offices and to educate your members of Congress on the importance of optics and photonics. Last year, OSA and the NPI had several legislative successes all thanks to the advocacy efforts by OSA and NPI members communicating with their members of Congress. The more members we have participate in these efforts, the better chance of success.
Each participant will be placed on a combined society team based on your geographic region. There will be training on the evening of Wednesday, September 9, in Washington, DC, focusing on the NPI, how to have an effective meeting, and details on what to discuss with the Congressional offices. On September 10, you and your team will visit your Congressional representatives. Society staff will schedule your appointments, coordinate your day, and will escort you to all of your meetings.
